Reach Cruiser Variants

Adds two variants of the Reach Cruiser, each with 7 max officers and 30 max crew on a 5000 mass hull.

Reach Medical Cruiser - A medium sized medical cruiser, intended for quick deployment to emergencies, with extra shielding for ion and radiation storms. Originally a collaboration between Alta Mesa and De Valtos, but now licensed for all factions to produce. Has 3 Medbays. Available from all factions - 1.6 Million Credits.

Reach Survey Cruiser - A flexible Rychart cruiser, designed for long range independent spy operations. It is faster but less durable than the larger Rychart Defender cruisers. Has two of the Rychart spy modules. Rychart Excluxive - 1.7 Million Credits and Military Rank 4.

Note - there were ships at 3400 and 5000 mass with 6 officers / 30 crew (Wolf Vector / Wolfpack Interceptor / new Paladin), and plenty of ships at 6000 mass with 7 officers / 36 crew, but none at 5000 mass with 7/30 - this mod seeks to fill in that gap to give some end-game 7 officer slot options at 5000 mass for folks who want a quicker, smaller ship (and especially one tailored to the plague era).

The cost, components/weapons, and officer/crew capacity are designed for balance with other ships available in unmodded Star Traders Frontiers.
