this map can used in premier or other online tournaments?

Or is it only used in the workshop? If so please tell me. I've been wondering for a long time because I don't like bright maps because they blind me XD

screenshots conveniently hide the massive gambling site advertisements embedded into the map. Honestly, wouldn't be a huge deal if they were only in spawn. The one in window is super annoying. Removing it from my server for now..
