Report a translation problem
1. It would be cool if commanders could be taken hostage after losing a battle instead of being killed. Same for scientists if their science ship gets blown up by a hostile empire.
2. It would be nice to have an espionage operation to abduct leaders.
3. Some method of making the hostage switch over to your empire (ethics should play a role).
4. When you dismiss a hostage you get a choice between letting them return home and executing them.
I'll see if I can add something that allows for that.
As for the increased chance, currently having barbaric despoilers or letters of marque will increase the chance to 40%, but I'll see if I can add more ways.
