Take Hostages

Description
This mod allows you to take hostages when invading a world.
Upon successfully invading a world, there is a base 20% chance to take the governor hostage.

Hostages has the hostage trait, which reduces their effectiveness and gives extra upkeep cost while not idle. If idle they do not count towards the leader cap.

Hostages can be traded to its empire of origin, even if that is an ai.

Dismissing a hostage will release it to the empire of origin.

This mod overwrites the following game rules:
- can_trade_leader
- should_count_towards_leader_cap

Hi, I would like to ask if you're available to talk about setting up a group of people who could help ya maintain this mod? I'm more than willing to do so, and as I *do* know a few bored devs who are open to learning new languages, I'd love to use this mod as a starting point to getting them acquainted with this developer scene :D

possible to implement ruler hostage or heir hostage? if invading the capital world.

I like it, but now I have a wishlist. :D

1. It would be cool if commanders could be taken hostage after losing a battle instead of being killed. Same for scientists if their science ship gets blown up by a hostile empire.
2. It would be nice to have an espionage operation to abduct leaders.
3. Some method of making the hostage switch over to your empire (ethics should play a role).
4. When you dismiss a hostage you get a choice between letting them return home and executing them.

Really, when you have the Paragon Kai-Sha who has been seen at multiple assassinations in the galaxy, she really should have that capability. That should be an interesting mini-event chain, really.

Reminds me of Age of Wonders 4. I see you replied to the execution of hostages so I'll pitch you a mechanic from AoW, the ability to convert the hostages. Basically, what if you added a situation you could do that eventually concluded in the hostage trait being removed and the hostage integrating into your empire.

I'll see if I can add something that allows for that.

As for the increased chance, currently having barbaric despoilers or letters of marque will increase the chance to 40%, but I'll see if I can add more ways.

maybe make this add to war exhaustion +5 per hostage, +20 if it's their leader
