Cheat Menu: Hotseat Mode Patch

Requires prerequisite mod: Cheat Menu Panel (R&F - GS)
(This is a very useful mod, remember to give it a thumbs up!)

When I switched to another player testing my mod, I noticed that the Cheat Menu only effective for one player. So, I made this patch to make it effective for all players and compatible with Hotseat Mode.

doesn't work for me... when i hit the buttons on a switched civ it affects my original civ

Does not display panel on saved games using standard map: snowflake. Is there a fix? Key bindings do seem to work even thought no panel button.
