Report a translation problem
This image shows it still working correctly in my game. I am able to place structures in the warning zone: https://i.imgur.com/VgQ4MF8.png
In the mod.rules file you can see each modification made. This one in particular:

is basically an empty ProhibitedBy table being added to each structure piece.
