era_ballparks Quadratic Factors

Description
This is an alternate set of ballpark factors designed to replicate the run scoring environment of ballparaks by adjusting BABIP and HR factors by a single value. The factors are calculated using a quadratic equation. Inspired by Bill James.

This file has added support for the InteGREATed NeL Mod so that ballparks for the 19th century teams and the NeL teams will load properly.
