A fork of my bigger rebalance mod.

Drastically nerfs train acceleration/breaking, doubles max speed, making trains look and feel much heavier.
Each train costs twice more.

Only affects throughput on short routes, Being the same as vanilla on most routes, and on long range-ish routes benefits trains
