[B41/B42] More Bourbon Spawns In Louisville Distillery

Build 41 and Build 42 compatible.

Adds a greater chance of Bourbon spawns to the Louisville Scarlet Oak Distillery to make the journey through the city more rewarding.

This was created with the very low loot games in mind, although was tested at several loot settings. The game has two spawn lists in the Distillery - 'WhiskeyBottlingFull' and 'WhiskeyBottlingEmpty' - instead of spawning less Bourbon bottles within the container, the game changes the boxes to use the empty list at low loot settings more often. At insanely low loot settings I have found looting the area to be disappointing as I could only retrieve two bottles of bourbon. I added a chance of bourbon to the WhiskeyBottlingEmpty. Now you can expect a satisfying yet realistic reward.

Compatible with existing saves and multiplayer as long as the distillery area (and so the loot) has not been generated by the game yet.
