RE2 Helios P Module

This is a an update for RE2 of the original design by JRandall which can be found here: https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=2389689503

All credit for the design goes to JRandall, I just made a few changes:

+ Removed all Solar Panels and added Turbines for power conservation.

+ Replaced Some Advanced Constructors with Universal Constructors

+ Combined some of the storage units so that there are fewer but larger (all 640K) storage units

+ Added dedicated storage (640K) for Deconstructor Input

+ Added Grow Lights and areas for Hydroponics Units. I use these for growing Plant Fiber so I don't have to go
harvest trees.

Left the Engineering Area somewhat unfinished to allow for further additions/changes if things change going forward.
