Updated to 4.0

This mod is a patch between Ancient Cache of Technologies and Ethics & Civics: Bug Branch that fixes the issue of fallen empires not spawning correctly/missing starbases.

Should be loaded after/under ACOT and Ethics & Civics: Bug Branch!

Mod is now updated to 4.0

So I edited fallen.empires txt file and noted add_resource and global designs were changed
