Yes, because they can be upgraded via "anomaly reduction." If they are marked as beneficial (green) the option to reduce is suppressed by the game.
What have you found that's broken?
To clarify on Author's reply, the images can be found at [.../Steam/steamapps/workshop/content/392110/3257341334/Resources/Gui/]
You'd have to find where your mods are downloaded. Unfortunately, they'll all be listed as a number folder. You could probably search for "EndlessAnomalies.xml" Then the pictures are in Resources > GUI
