Max turret range by default

Description
Makes turrets start out with max range.
This applies to newly spawned grids too, so NPCs will also benefit from this.

I'm creating a Ultimate Vanilla Weapons Fix mod and would really like to include this your permission
I haven't expanded into C# scripting yet and don't have the knowledge to write something similar. If you don't want me to add it in directly then i can just add it as a dependence or link it on the page.
