Terraforming Event Rework

Description
Cosmic Events such as Superstorm, Fungal Awakening etc. no longer automatically terraform sectors, though they keep their other effects. Some Cosmic Events temporarily provide access to an appropriate terraforming operation.

Full changes listed below:

- Fungal Awakening: No longer terraforms sectors into Fungal. Now provides an operation to terraform sectors into Fungal for 6 op pts/60 energy.
- Superstorm: No longer terraforms sectors into Arctic. Now provides an operation to terraform sectors into Arctic for 6 op pts/60 energy.
- White Star Supernova: No longer terraforms sectors into Volcanic.
- Perfect Climate: Now provides an operation to terraform non-Volcanic sectors into Arcadian for 8 op pts/80 energy.
Earthquake: Unchanged for now.

Well now I'm glad I was so late to playing Planetfall, I wouldn't have had this mod available until recently. White Star Supernova is BS without this mod.
