If there are no Dust Storms you can place two Scrubbers inside (on each side of Artificial Sun), then cover everywhere with Solar Panels and use Large Solar Panels only at the extreme edge (keep placing hex inside radius). If you need MDS Lasers leave them outside, still there is spare range from Scrubbers ; )
