Using either assault rifles or sniper rifles in a car or dismounted will usually give you a 'reach' advantage over normal raiders (definitely zombies also)
Riot armor or Plate Armor + Shotguns = kill lots of things in a building raid.
Penalty percentages are now listed on survivor stats (eg mounted in vehicle -30% accuracy for rookie)
Also, I'm not certain, but it seems like vehicles reduce accuracy of shots. It seems like far more bullets are missing the hoard than usual when squad is in a car.
