This mod (nor the base Block's Thrower Mod) has no interactions with Rouge at all.
Thorium's Thrower is technically the same class as this mod's Thrower (both internally use a tML-provided Thrower damage class).
Each mod's content is fully independent of the other's, but you can still mix-and-match items freely.
That said, only Thorium items will use Exhaustion and Technique mechanics. Furthermore, though both are balanced around vanilla, they handle stat distribution differently (Thorium's armor sets grant way more Throwing damage than this mod's armors, for instance) which may result in overpowered or underpowered builds depending on how you combine gear and weapons for each mod.

I would know for sure since I don't play Fargo's mods, but I thought there was already stuff for thrower because of Thorium cross-mod? If that is the case, whatever thrower stats those items add would apply to this mod's Thrower since they're internally the same damage type.
I've been considering playing Masochist mode with this mod and i was wondering if there was any ideas for souls themed content.
