* Each Civ has constraints on the number of cities they can found in each era.
* Cities grow more slowly, but generate less unhappiness.
* Settlers, Scouts, Caravels, Naus, and Sea Beggars can enter rival territory
* Barbarians cannot spawn in Snow terrain

wouldn't mind the city limits feature if it actually applied to other civs

NOTICE TO ANYONE INSTALLING THIS MOD:

Just by having this map enabled, settlers will not be able to settle on Jungles, Tundra, Snow, Deserts, and more. (Even on different maps!)

Just trying this mod out for the first time. I like the map
Not crazy about the city limits.
Japan is my Favorite Civ - Limited to 2 cities in Classical age China gets 6 ????? Historically accurate probably but not great for play-ability. Also Small Japanese main Island not good for Play-ability either. :Uranium:

Does It work with Vox Populi?

No way to get it to show up in scenarios, no scenario to tick. Pretty maps if you load them normal, but that whole 'true start' location? Yeah, Egypt is not in Ontario.

Blocks Accurate Europe (v. 0-999) is a Dependency but cannot find the exact name to load.
Which one should be used?

@dc04034 There are a few places to settle in Siberia, which can grab important resources. But, as on real Earth, Siberia is very sparsely settled and completely marginal land.
