Nerf Everything: More Attrition

Description
When was the last time you picked a lord skill mainly for attrition reduction? For me the answer is: like, never. Attrition feels like a joke. While I don't think attrition should play a major role, right now it never seems to make a difference, anywhere.

This mod increases base attrition damage. As of now the percentiles are mild, because I don't want to go overboard. But if these changes are completely inconsequential, I might increase the values. No damage type was increased more than 2% except for hostile territory (things like kislev winter, lizard defender rite) which was increased by 2.5%.

Only the two harshest levels of storm attrition were upped by a percent or two because I felt shallow sea attrition to be appropriate, since there are so few ways to circumvent it.

Safe to add mid campaign.

- Typically my mods affect both AI and human, but due to their nature they often make the game harder for the player.
- Slow down the rate at which unique mechanics fade into irrelevancy, usually by making unique resource economy more scarce.
- Make campaign map more meaningful part of the game.

I was just playing Repanse, and she has that water mechanic that allows her to avoid desert attrition for several turns.
Thing is, her start position is few steps away from Great Desert of Araby, which unique building gives desert attrition immunity faction wide, making Repanse' unique mechanic absolutely redundant.

Does it get rid of many attrition immunity effects that some landmarks/lords have? It's a bigger problem than the base attrition being not very punishing I feel like.
