Nav Airports V2 Update

Original author is PenguinO. Keep active blocks have been added due to removal of keep active tag from missions. Some new locations have been added as well.

Select this environment mod before creating a world. Use ?GAILS <code> (e.g. ?GAILS IMUL) to spawn GAILS (ILS), and ?GODS <code> to spawn GODS (VOR).

All frequencies should be multiplied by 1000 if using keypad as tuner, for example 514 becomes 514000. This is to avoid interference with comms radios or other.
