Siren Light

Adds a headlight with two colour options that spins around.
Cheap and affordable and unlocked from the start of the game.
Also whitelisted for use in Build and Battle mode.

The default colours are set up to be Red & Blue

By request added some parts from this pre-meltdown, pre-construction mod; Law Enforcement. Reworked the sprites. Made them function as additive lights, using the colour wheel.

The light effect can become out-of-sync with the turret spin. This can happen when changing brightness and/or colours. Simply turn it off/on and it should align again.
