Submod for Europe Map and Eagle Rising

If it isn't clear, this requires RBM, Eagle Rising, and Lemmy's Europe Map.

This is VERY WIP, and is mostly a temp compatibility patch.

Avoid using the cultures / kingdoms added by the EU Map, as you will be missing some features from ER like the specialist mechanics or some items.
