[Unit] High Elven Mage Movement Fix

High Elven Movement Fix

This is a fix to the High Elven Magicians base movement rate.

In the original, High Elven Magicians had a base movement rate of '2', as described here: https://masterofmagic.fandom.com/wiki/High_Elf_Magicians

While doubling the movement to '4' did not feel appropriate, increasing their movement to '3' was warranted.

Even the Draconian Spearmen unit was bumped from 2 -> 3.
