5 Turn Cooldown Skull Throne

Description
Sets the cooldown to 5 turns so that the Skull Throne Campaign ability for Khorne has 100% Uptime. I feel this is more balanced than increasing the duration. Let me know if there are any issues!

Save Game Compatible, last updated for 5.0.5 Hotfix

Man I've been waiting for a mod like this for forever, and only saw It now.
Fantastic job on the mod, will make playing Skarbrand a ton more fun now that I can constantly shovel skulls Into the throne.
