Universal Defense Mod + No Commander Abilities Addon

All factions now have common and standardized structures for comfortable defense. Those structures can built by engineer/sapper units for each faction

- Additional Build menu with mod's structures for units
- Reinforced barbed wire fence (vs troops and light vehicles)
- Tank trap (vs heavy vehicles)
- Universal bunker with additional upgrades for machinegun or troop reinforcement with heal
- Repair station (repairs vehicles and buildings)

New feature in this mod - bunkers now have retreat point ability (200 manpower cost and 60 sec cooldown)

Turned off all commander abilities (add 99 level cost) which can be launched without unit.

Couldn't find in the editor only 1 ability for soviet and 1 ability for german (3 commanders total), all others edited.
