Dwarven Engineer Fix

This is a fix to the Dwarven Engineer construction rate.

In the original - "The Dwarves have a racial advantage that allows them to construct roads at twice the normal rate. This allows Dwarven Engineer to quickly form a network of Roads across their entire empire."

However, this feature was overlooked in the current remake and the Dwarven Engineer receives no road building construction bonus. To address, this Mod attempts to correct the oversight.

The Dwarven Engineer is assigned a unique DWARVEN_ENGINEER_SKILL that allows it to complete road construction at double the normal rate.

3 months later.... and still not fixed in the core game. Guess this Mod is still needed.... :(

Agree. But who know when that will be?

Will deactivate the Mod once it is officially fixed.

Good job, but this should really be fixed in the core game
