Omniscience Buff

Sophons are meant to be the undisputed technological powerhouse in Endless Space, but currently fall very short of this. The Omniscience faction affinity feels pretty lackluster to me, and Sophons usually only have a few more technologies unlocked than the other empires.

This mod buffs Omniscience and adjusts the bonuses as follows:
If 0% of empires have researched a technology, Sophons recieve a 200% science output buff (from 50%)
25% of empires, recieves 150% buff (from 25%)
50% of empires, recieves 100% buff (from 10%)
75% of empires, recieves 50% buff (from 10%)
