Even with Roman Holiday's AI (best AI) and Deity++ it's too easy to win as Xiao Yan.
You just need to survive early.
I would suggest nerfing him to "only" +65f or as low as +25 when you build a new Holy Site.
Plus, the entire cities +2 faith tiles bonus to only adjacent tiles near the Holy Site. This will make it fun to place.
Relics and Religious Great Works getting a +4 bonus isn't bad the way it is, but you could make it more interactive.
For example, you could make it so it's only +2 faith from Relics and Great Works at the start of the game, but later when you unlock a specific Civic from the Culture tree you upgrade this bonus to +4 faith and even maybe +2 culture. It could be Feudalism or anything you see fit.
This way buying Theater Squares with faith is worth it (to unlock the extra bonus) and going for more Culture rather than just spamming Faith will make more sense.
All things considered, great addition to civ6!
