Works for me.
Make sure you double-check select "dusk moddable" in the launch options and any other mods you may have installed in the menu. (if i recall you actually have to "tick" addons ingame in order to actually enable them.)

I don't, I just installed the mod, open the game, and the scientists are the same as in vanilla

He should, unless you have a mod that also overrides the texture perhaps.
i had one level pack that reskins them as jungle-warriors or something. that changed them for me.

why the scientists doesn't appear

i ate my donut not far from the anomalous materials lab. a man in a tuxedo came up to me and asked where freeman was, he told me to put the fucking xen crystal in the test chamber. after freeman activated the crystal, everything went fucked up, that shit killed a lot of scientist in the black mesa, that asshole destroyed all donuts in the black mesa. rest in peace, black mesa.
