Steal Enemy Health

This is a small enhancement to another addon, the link to which, unfortunately, I cannot provide (unless in the comments). The author and I agreed that there should be two versions of this addon: the basic version - his version and... the customizable version - my version.

This relatively small Lua script adds a so-called vampirism effect when dealing damage. The amount of stolen health can be adjusted with console commands. Additionally, if needed, the vampirism effect can be disabled with a single console command or through corresponding settings in the SandBox mode server control menu (see images). There are also a couple of minor adjustments.
Oh, and I almost forgot - the settings menu supports both Russian and English languages.
