Faster shooting Scout and AWP

This script changes the cycle/firing speed of the Scout and Awp to 0.3 and 0.35 respectively, close to the firing speed of the hunting rifle and military sniper rifle (both 0.25).

One of my latest mods made the awp insanely overpowered, and in the madness came the idea to make the CSS sniper rifles more similar to the base game's snipers.

Said rifles do pretty much every job the CSS snipers can but better, from DPS to picking off targets far away. This script should help standardize all the snipers' firing speeds so that there's no big clear disadvantages.

I only modified the firing speed. Everything else like damage, reload speed, ammo, and all the other little stats are left alone.
