Tanks are more historical, reliability being the balancing factor. They are also much more expensive than vanilla.

Shortened and removed exclusivity from a few major focuses.
Added an extra research for major nations.

Changes to Tanks:
- Reliability is now a balancing factor, better tanks requie more reliability now
- Improved cannons base soft atk and hard atk to match with vanilla cannon + 2 small cannon meta
- Armor is more useful than vanilla
- Armored cars are rebalanced, they have more stats now
