Description
I updated this to 3.14.X
Large internal parity changes to base ACOT and AOT this time!

The special districts are no longer AI exclusive, generally weaker, and also include job swaps for players!
The AI have some decisions going on to allow them to better manipulate their economy but these are often times more costly than standard construction.
Expect to see AI empires in your game following the same general milestones as you.

There are STILL a few things that cannot be reasonably done for an AI the same way as a player.

I think there might be an issue with Stellar starbases and ship building - when building the forge it doesn't unlock the ship building tab for the starbase, as if its incapable for building ships
