My personal modification of Noir's Rifle Sling mod, adds a rifle sling that you can craft/find to the game.

Changes include:
- modifled texture that's more fitting to the aesthetic of PZ
- modified distribution to spawn rifle slings in police stations and cars more often
- cosmetic text changes
- crafting requires tailoring 1 skill
