Nebula Refinery and Ice Mining Station Expanded

Description
The Nebula Refinery can now correctly be built in Binary and Trinary systems that have an F-class star in them. The Ice Mining Station can now correctly be built on Ice Worlds and Frozen Worlds.

This only modifies the Nebula Refinery and Ice Mining Station from the 00_starbase_buildings.txt file. Like most mods, this will disable achievements.

I’ll tweak the Ice Mining Station as well today since it has some issues with where it can be built as well.
