Here is a patch that changes Policies.

Now, right from the onset of the game, you can unlock six policy branches. Among them are 'Thalassocracy,' perfect for empires drawn to the call of the sea, and 'Commerce,' tailored for players fixated on gold, luxuries and trade routes. Liberty now facilitates homogeneous expansion for your empire, while Tradition is for those who center their strength around their Capital, enhancing the empire's might based on the number of city connections. Aesthetics, Patronage, and Rationalism can now be unlocked in the Classical, Medieval, and Renaissance Eras, respectively.

The mod introduces the 'Colonialism' branch, designed to bolster your expansion efforts in the Renaissance Era. It provides bonuses for claiming new territories, establishing cities with decent infrastructures, annexing city-states, and much more. However, be mindful that focusing on this mid-game expansion may delay your choice of a modern Ideology!

The culture cost of policies has been slightly reduced, enabling the pursuit of dual policy branches concurrently. Picture the awe-inspiring possibilities – a centralized, military juggernaut reminiscent of Rome (Tradition + Honor), a centralized cultural powerhouse akin to France (Tradition + Aesthetics), a pious and commercially astute empire like Arabia (Commerce + Piety), or an empire committed to maritime and economic supremacy like Carthage and England (Thalassocracy + Commerce).

Gameplay tweaks also include extra trade routes, increased moves for embarked units and a slight decrease of the cultural and scientific penalty due to the number of cities.
