Description
Adds a new set of laws that change how your nation manages their pollution, giving player an option to mitigate their pollution in the late game.


[NEW] Now updated for 1.10!
Reworked Healthcare laws from vanilla, and Added a new final tier called Universal Healthcare.

Hi! I noticed that for some reason the various laws for some reason increases the home affairs institution instead of the environmental regulations institution, which leads to there still being a cap on the institution to 1.

A couple fixes for this are by replacing the home affairs lines with

country_institution_enviromental_regulations_max_investment_add = 2
to pollution tax
country_institution_enviromental_regulations_max_investment_add = 3
to enviromental standards
and country_institution_enviromental_regulations_max_investment_add = 4
to pollution management

in the /common/laws/00_enviromental_protections.txt file in the mod folder.

And a line of
country_institution_enviromental_regulations_max_investment_add = 1
in the /common/technology/technologies/99_er_society.txt file.

Thanks for the info, I was out of town when that issue arrose and so couldnt fix it, but its been fixed now.

Update for anyone who wants to correct the below: making the following addition to the mod's files allows the institution max level increases to work, but breaks the localization related to it. All you need to do is add a folder named modifier_type_definitions in common and then make a file in that (I named er_modifiers_types) with the following:
country_institution_enviromental_regulations_max_investment_add={
decimals=0
color=good
game_data={
ai_value=0
}
}

So I noticed that you can only get one level of the environmental regulations institution in spite of the files saying that the Modern Sewage tech should increase it in the code. Picking around and comparing it to another mod that has working institutions it seems that the game expects that modifier to be defined in a separate file in modifier_type_definitions that isn't present for this mod. The mod where it works doesn't really indicate why this works, but it's the only difference I can actually see between the setup of the two mods.
