There are new ones complete but on hold. Unrelated to them, there is also a planned mass reanimation of multiple existing ones.
Not possible by DMS spriting alone, as in, the snow would not move, because you're attaching a what is a particle system shader to frame-based sprites.
It'd have to be done as a code state linked specifically to the usage of blizzard sprites and hooked to DMS as a plugin.
