This is what the Papyrus Mobile was supposed to be.
This IS a Mortal Engines reference.

Startup procedure:
Anchor the ship with both anchors (in the cockpit and at the very stern)
For each engine:
-Enable governer
-Use the cranks on the front
-Enable generator (!)
Unanchor the ship
In the cockpit:
Set the pitch and throttle control to helm and turning gear to throttle on the panel in the back-right corner
on the helm, set the pitch to ~0.8 & the throttle to ~0.35

It should then slowly move out of the hanger.

From there you can figure out how the autopilot & stuff works.
