(semi-)muted rebels/refugees/citizens

this addon only mutes voicelines located in sound/vo/npc/male01 and sound/vo/npc/female01!!!
that means it only affects shared lines spoken by rebels/refugees/citizens (take this medkit, gordon freeman in about time too, sometimes i dream about cheese, etc.) some scripted sequences (most commonly in the canals section of hl2) and one-off lines will be fixed and muted at a later date when im not feeling lazy!
episodic lines are also not affected! this will come in a seperate addon (also when im not feeling lazy)!

this can easily be overriden simply by subscribing to this addon after subscribing to any other rebel/refugee/citizen sound replacements
