Pure skill!

For those asking, "RNG" stands for "Random Number Generator/Generation[en.wikipedia.org]", but is commonly used to refer to randomness in general. For example, if a Phantom Assassin were to evade five of your attacks in a row, you might complain about "bad RNG".

Update 8/29/2014: Implemented some suggestions from the community in the hope of making this emoticon even better! Many people wanted to see it use in-game items instead of casino bells and cherries and such, so I decided to replace these icons with drawings of the five different in-game runes. I settled on runes because they are a thematic pack (and rune spawns are at the mercy of RNG, to boot), but also because they each have a distinct shape and a vivid color. Another common suggestion was to only show the letters R, N, and G when they are about to lock in, so as not to "spoil the punchline", as one user put it. Haste runes are now shown in the letters' place while the column is rotating. It is always risky to make substantial changes to something that is popular, since a subset of users will invariably prefer the original version (which you can view here[imgur.com]), but I hope most of you like the new one.

Update 8/30/2014: The spinning columns now speed up slightly after each time a letter is locked in (with the leading spinning column always moving 9 pixels each frame). This solves issues with the G not lining up nicely to be locked in, and makes it so the same amount of time is spent between the R to N and N to G. It also makes it look like all columns are spinning quickly while still looking unsynchronized because they continue to be moving at different speeds.

Update 8/31/2014: Added a motion blur effect to the runes while they are spinning. I think this helps convey the illusion of speed, further clarifies which direction the runes are being spun, and brings the emoticon more in line with the usual cartoonish style. For comparison purposes, you can view the previous version (where it does not have motion blur) here[imgur.com].
