[TFA][AT] SITES Spectre M4

Description
SITES Spectre M4, ported from Insurgency workshop to Garry's Mod and running on TFA Base.
Originally ported and released by TFA, this version is my update that I sent to him back in 2018
Changes from the original release: added flashlight and unfolded stock attachments.
