Update: Should work for 1.9. I tested andf didn't have any issues. Let me know of any issues.

Increased the tax credit cost from 1 to 2% per level.

Allows the control of pop growth through birth rate laws and institution.

Interest group preference in the player nation is set by taking a decision. The AI will never take this decision and therefore never change their birth rate laws. The AI population growth should be unaffected, unless your release a subject, they will have your laws. This should make the mod compatible with most mods that change laws or interest groups.

Two techs are added as well, basic and advanced contraceptives. Basic contraceptives unlocks three levels of the institution and the Church Mandated Procreation law (+5% birth rate and 10% devout IG/level).

Advanced contraceptives unlocks two more institution levels and the Free Contraceptives law (-5% birth rate and +5% dependent income/level)

Child Tax Credit (+10% birth rate and -2% income tax/level) is unlocked at human rights (The income tax decrease is applied both to the nation and then at the pop level. So currently the child text credit is applied twice, effectively doubling the cost to 2% per level.)

One Child Policy (-10% birth rate and +10% dependent income/level)

not too against the balance either, I just didn't like that the actual tax decrease was not the same as what was said

So looking into the income tax decrease, it is applied both to the nation and then at the pop level. So currently the child text credit is applied twice, effectively doubling the cost to 2% per level. I am happy with the balance, but if you want to change it, just open common/law/00_birth_control and change the tax credit law to "tax_income_add = -0.005".

I’ll take a look. I haven’t dug that deep into it. It’s the same modifier used in a couple of events, so it should work.

do you have any clue as to why the child credits is being counted in the tax calculations?
Asking because empire wide it gets counted so if you have a 10% income tax it becomes 5%, but then at the pop level it seems to be counted again making the tax 0%

I am not sure. I don’t know how BPM changes things. It should work as long as ideologies work.
