Wine/Proton Building interior terrain clipping fix

Description
There is a rare problem where clipping terrain in building interiors doesn't work due to errors in shader processing. This usually happens when running the game on Linux via Wine/Proton using the wined3d renderer.

IMPORTANT NOTICE:
THIS MOD DOES NOT SOLVE TERRAIN CLIPPING PROBLEMS ON WINDOWS. MOREOVER, IT WILL DO EXACTLY THE OPPOSITE ON WINDOWS. THIS MOD WON'T BE USEFUL FOR YOU IF YOU ARE NOT PLAYING THE GAME ON LINUX.

THIS MOD MAKES ALL THE ROCK TEXTURE COVER THE VENDORS. IT HAS THE OPPOSITE EFFECT

Oh, I was so damn curious why my game kept crashing the past few days, lmao damn did I not read. Still leaving a thumbs up so linux people find it or other idiots like me LOL

I have tested the mod on a Windows machine and...
Sorry to anyone who might have been confused, I have confused myself. The mod works completely different on Linux via Wine/Proton and on Windows because not all DirectX 11 functions are handled correctly in wined3d, and I didn't fully investigate the problem when I said "it should work everywhere". On Linux the mod works fine ( but not without some problems), but on Windows it just breaks everything, so DO NOT INSTALL THE MOD IF YOU PLAY THE GAME ON WINDOWS
