Revivification Crystal Tweak (Passive AoE)

Description
I'm running Tabletop Caps and this is part of trying to spice up some of the less used units in campaign. Inspired by Wastetime's now defunct mod.

The idea you get from the Revivification Crystal description is Saurus and Skink fighting shoulder to shoulder with wounds and the dead healed by this ancient artifact of the Old Ones power. But in game it's targeted heal on a 60 second cooldown so you tend to just use it on your big monsters.

Definitely a bit overtuned especially on a faction like the Lizardmen. It can't heal itself and its limited in range and allies to still give a role for Slann and Oracle healers.

@KnightedArk Honestly not sure how the game handles it stacking. In theory it should because its just the vampire heal spell with a mustache on.

Nice change. Right now how they are implemented they are near useless. Cooldown is way too long.
