石城列岛

Description
石城列岛（1：1）

这是测试工坊上传地图的mod。
为了脑补玩一下1900真实模式开局海岛大亨，在大连东面找了一圈发现正好20km框得下这个群岛。
需要配合工坊自定义海关等mod进行游玩，否则无法开局。

备注：

使用了在线小工具生成高度图：

因为地图编辑器导入png高度图会翻转，南北颠倒，手动用画图编辑器翻转后会丢失高度数据就懒得改了。

The map is interesting in principle, but using vanilla buildings is impossible to play

Interestingly, they made a cosmonaut mode, but how to play on the map of the islands if there is no customs?
