MPX 'Card Cutter'

I've gotten alot of Empty's source files organized in effort to to try and get these restored faster, he's thankfully left a fair bit of notes in the sources; I would have never figured out this gun was from The Division if it weren't for them.

This was Empty's MPX Card Cutter. It replaces the M16 rifle on his own animations. I cleaned up the compile script and added a hud image, didn't do much else.
