Simple Strategic AI Tweaks

Description
This is a very simple StratAI mod that tweaks a few values many other AI mods already tinker with, but without all the bloat.

Similar mods increase AI XP gain, others mess with disjunction settings, others meddle with TacAI, and all sorts of crazy stuff. I wanted to tweak a few variables that are proven to help the Strategic AI but without all the unnecessary changes.

Both the Player and the AI now follow the same city distance rule (8 hexes). The player can still found cities relatively closely, but now the AI can do so as well. The AI will also now wait until it has larger armies before settling new cities.

Inspired by Jolly Joker's AI Mod and Funi Time's AI Unshackled.

Domain Structure Min Distance: 8 (up from 5)
Domain Structure Min Distance (AI): 8 (down from 14)

City Search Domain Radius: 4 (up from 3, AI will judge potential city sites better)
City Search Min Distance: 4 (down from 7, this + radius above = min AI distance at top)

Min Units Per City Before Founding: 6 (up from 4, helps AI not spread too thin)
Max Proportion Of Units Of One Type: 0.26 (up from 0.2, AI will not spam >25% single unit)
