Description
This is a simple mod that adds the Shanghai International Settlement to the Game.

The mod adds 1 new state (Shanghai City - 30 VP), along with the country itself (Shanghai International Settlement)
The Shanghai International Settlement is guaranteed by the UK, France, the USA, Japan, China, and Italy, and it also gives them military access.

2 starting divisions in Shanghai, using Chinese Juntuan template.
