30-Round M16 Script

Description
Made as per request! Basically the same as my M16 FAMAS script mod except it doesn't include the HUD icon and it also changes the fire rate to match the M16, and not the FAMAS. The general idea for this is that it bumps up the DPS of the M16 to be slightly behind the AK, with it's advantage being the better accuracy.

The stat changes are as follows:
VerticalPunch - 1.2 to 2.4
MaxMovementSpread - 5 to 4
Damage - 33 to 45
clip_size - 50 to 30
CycleTime - 0.0875 to 0.075 (686 to 800 RPM)
