Disable Union Inheritance

Description
Disables the random PU inheritance that happens at ruler death for certain government reforms.

Reforms affected:
Tier 1 Feudal Nobility
Austrian Archduchy
Burgundian State
Danish Kalmar Union
English Monarchy
French Feudalism
French Absolutism
Lithuanian Grand Duchy
Scottish Monarchy

Unfortunately I've not found a way to do that, but I'll add it to the French Absolutism reform.

Can you make a standalone that work as a decision for any nation ?
Because I play French Absolutism, so I can't use it.
